Combine besan, water, chilli powder, ajwain seeds, 1 tbsp oil, crushed garlic, and salt to make a smooth, lump-free batter. Cover and let it rest for 15 minutes.

Coarsely grind all the chutney ingredients together. Don't add water as you don't need a runny chutney. Besides, the ingredients already have natural moisture.

Cut the paneer into rectangular slices. Spread chutney on one slice. Use another one to cover it and make a ‘sandwich' of sorts. Repeat the process for remaining paneer.

Coat the sandwiched paneer pieces with the besan batter carefully. Deep fry them until golden brown. Serve the paneer chutney pakoras with ketchup and chutneys.
