Soak the chana dal for 4-5 hours. Drain the water and grind the dal to form a coarse paste.
In a large bowl, combine the paste with the cabbage, carrot, green chillies, chilli powder, chaat masala and coriander leaves.
Now, prepare a tadka (tempering) by heating a little oil (1 tbsp) and adding the cumin seeds and ginger to it. Once the seeds crackle, pour this tadka over the chana dal mixture.
Stir and add salt to taste. Finally, add the roasted besan and mix well.
Now, divide the mixture into small, round pieces. Flatten carefully to form tikkis.
Heat oil in a non-stick pan or tawa and cook the tikkis on both sides until golden brown. Serve hot with fresh pudina (mint) chutney and/or tomato ketchup.
