1.
Combine the all-purpose flour and salt. Gradually add warm water while kneading until a smooth, elastic dough forms. Cover the dough with a damp cloth and let it rest for about 30 minutes.
2.
In a separate bowl, mix the minced meat, finely chopped vegetables, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper.
3.
Divide the dough into small portions. Dust your work surface with flour and roll out each portion into thin circular wrappers, about 3 to 4 inches in diameter. Ensure the edges are slightly thicker than the centre to hold the filling.
4.
Take one wrapper and place a spoonful of the filling in the centre. Fold the wrapper in half, creating a half-moon shape, and pinch the edges together to seal.
5.
Heat a non-stick pan over medium heat and add enough cooking oil to coat the bottom. Arrange the momos in a single layer, ensuring they don't touch each other. Let them cook undisturbed for a few minutes until the bottoms turn golden and crisp.
6.
Flip the momos. Pour a small amount of water into the pan, enough to cover the bottom by about half an inch. Immediately cover the pan with a lid to trap the steam. Allow the momos to steam for about 8 to 10 minutes.
