In a large bowl, mix all the batter ingredients (besan, oil, spices) along with water to get a smooth, lump-free consistency. Allow to rest for 15 minutes, covered.

In a blender jar, add all the chutney ingredients and coarsely grind them without water.
3.
Cut the paneer in large rectangular slices. Apply some of the chutney on one slice and use another one to cover it. Make such ‘sandwiches’ using all of the remaining paneer.
4.
Dip the paneer chutney sandwiches into the besan batter until they are completely coated. Deep fry them until golden brown.
5.
Serve the paneer chutney pakoras hot with ketchup, imli (tamarind) chutney and/or extra hari chutney.
