For making this mutton stew, we need to first heat oil/ butter in a pan and fry onions till transparent. Then add the meat and stir-fry for a minute or two and add flour to it. Coat each meat piece with the flour and add water to it. Simmer and boil till the meat is half done. Then add vegetables, salt, pepper, nutmeg and slow cook until the meat and vegetables turn tender.
