Dry roast rava in a pan until golden brown.
Then remove from flame and soak in 1 cup water for 1 hour.
Heat oil in a deep pan till it becomes hot.
Mix besan and remaining ingredients, then add the soaked rava.
Mix well, and add water to make pakoda batter.
Add the batter to the hot oil, a little at a time (one could also use a spoon to put the batter).
Fry until golden brown. Serve hot with green chutney, or chutney of your choice.
